What is BF2ServerLauncher??? and how do I get a high ping?

probably this is a dump question but I just set my own server, whats the bad thing about that? plus in the badwidth choke whats that all about? is it thew lower the better or other way round

plus how do I get a high ping

damn, I knew this would be a dump question, I don't have a seperate server, I've got my home interent conncetion which is 2mb.

Does this makes it even worse?
