Actually, it is a primary weapon for the sniper kit. "Primary weapon", AFAIK means their primary choice. The handgun being a sidearm/secondary. I don't think it would make much sense for them to pump up the M24 without pumping the M95, seeing it as it's the M95's accuracy that isn't exactly sniper grade. :p
And yes, they did say "adjusted accuracy", but I highly doubt they won't improve the M95.

Actually I think whatever weapon you spawn holding is called "primary" whether it's a standard weapon or unlock. In vanilla BF2 at least this means whatever weapon is currently using itemIndex 3. And I believe you mean the notes for the upcoming 1.2 patch which is supposedly adjusing primary support, sniper, and AT weapon accuracy. AFAIK 1.12 made no changes to existing handheld weapons, just added the SF unlocks.
