Building bottoms

I noticed in mashtuur and karkan both have this. At the bottom of most buildings in the city, is a concrete base. I cant find these in the static objects. How do i get these, and if im missing them, where are they located?

Well um thanks? So theyre kind of in this place...but i need to refer to my other post where you told me that i wont find any help here because you all to busy with the map pak n such? These forums are supposed to be a helpful tool. Can someone who isnt bitter help me out please? Morono, if you dont have time to help me, thats ok. If it isn't the sidewalks you're speaking of, maybe you could post a screenshot of what you're talking about??

Can I ask you a question? How do you know what I spend time sitting in front of my pc doing? Do you have my webcam bugged? Are you looking at my internet history? Man im glad that you are, just so you know THAT I NEVER DID THIS AND THAT BLAH BLAH. You have no idea what i've done. Or maybe you do.... watch out CIA here comes MORONo...

HEre is a pic of what im talking about.. So those are sidewalks. I thought maybe those were concrete slabs that the buildings went on. I'll have to experiment to get the effect i want.
