Question about getting veteran badges

I have a question about getting the verteran badges, I look on a chart at http://www.planetbattlefield.com/bf2...s/badges.shtml

IT said that you need 250 global hours and 20 kills to get this, My point is Ive seen people with less than 250 global hours and they have the badge already.

Is there any easier way of getting the veteran badges?

Some of the veteran badges don't have a time requirement. Notably, pistol and knife. Are these the badges you saw on profiles with less than 250 hours?

And it's 250 hours as that class, not 250 hours of general playtime.

Is it possible to get the verteran knife badge with like 90 hours with that weapon or do you need the exact time?
