How do you get on the roof of this building

This is the 3rd time I see some guys on the roof of this building (building overlooking the 1st MEC CP in Karkand) it's a realy nice plase to hide and kill sh!t load of enemy. I tryed geting there, but nothing works.

And as long as I'm posting a pic take a look at this one
