ranked server and tickets question

Are the admins allowed to put the tickets higher than 100, 200, or 300 ??

Looking at some of the expert badges (40 kills in 1 round, or 12 tank kills of other armored vehicles) I don't think these tickets would be long enough for kills or time needed

getting 40 kills in a round is the least to worry about when trying to get an expert badge
