my buddy has a quatro fx 3000 card and is having video problems.

1) my buddies water has little squares in it, it looks fine far away, but up close its ugly.
2&3) my buddy has big squares for shadows, rather than normal ones. picture 2 shows a shadow around a jeep, picture 3 shows that same jeep after its moved. as you can see, thats not the normal shadow.
how do i fix these problems, what game/windows graphics settings must i change. i have the newest forceware and directx.
