when i record footage with fraps, like in cs 1.6, my fps goes down to 30 fps, and i have record at 60 fps, is there something wrong with fraps, or my computer, cuz i think comp could hande 60 fps on cs with fraps running? right?

NO WAY!
If you have fraps recording at 30fps that is more than enough. If you consider that fraps is basicly taking screen shots at 30fps and then rendering them as an AVI file on the fly. As well since the file is saved as uncompressed AVI your CPU usage and hard drive writes are going thru the roof. 30fps while recording is an awsome framerate.
