Vorbis tools /.ogg / audio

I have read a lot for post on how to convert the audio but that it could only be done with a program named Vorbis tools found at this link : http://www.saunalahti.fi/~cse/temp/v....1.0-win32.zip

For the past 2 weeks this link has been down and I have not been able to get my hands on it to try and learn how to convert the audio the right way as playable music. I searched google quite a few times but still couldn't find a working version of this software. I was wondering if anyone knew where I could get this software. No other converting program has seemed to of worked for me these past few days and I wanted to make new audio for my mod.

What are you confused about? Maybe I can re-explain a part you do not follow...

Nothing, just posted a link to the lib files first, took me a few seconds more to find the compiled exe's for you. During that time I chose to remove my initial link so as to not confuse other people.
