You need to fullfill the time in round requirements.

You need 15 minutes and 19 kills in one round to get the ribbon. This is for both.

you need to get 15 minutes in a jet/heli and also get 19 kills in a single round

Aerial service ribbon:15 minutes in an airplane and 19 kills in an airplane in 1 round

Helicopter service ribbon:15 minutes in a heilcoter plus 19 kills in 1 round in a copter

Yea some of the sites dont really tell you everything just basically idea

On Operation Clean Sweep, I had a consistant gunner (a while ago), and we both got it in the same round. I saw the "You have been awarded..." come up and then 30 seconds later, my copilot said "I just got my ribbon, thanks to you!".
