i have 600 ish kills with c4 now, but i cannot for the life of me get 23 in one round

Strike at Karkand 64 player server playing MEC spec ops in the front line? Drop C4 around the routes US have to take to get the first flag. Smile if you get a few tk's! Do some rushes up the hill toss some C4 around.
i would say get ready to get your purple heart whilst doing this. its not impossible but hard...try starting off as MEC engi and mine the roads or claymore...you dont have to be just spec ops the whole time
Put at least 2 on the front of a jeep. Right click to the detonator then enter jeep. Drive into a crowd/tank/APC, hop out, then click the fire button. This is a really easy way to get it.

Yeah, I do that all the time but it's best to run up behind them. A frontal assault, obviously, will get you killed more often than not.
I only play two maps. I just haven't gotten around to trying out the other maps. I hate new maps because I don't know where everything is so I just run around like a chicken with my head cut off. With that said, on the Oman map, there's a MEC spawn point by the crane. I either sneak over there as USMC, or spawn there as MEC. I lay C4 by the flag and then climb up the ladder on the building, next to the flag. There I lay in wait. BOOM! I've never gotten 23 kills in a game, though. That's a lot of work.
I got 20 in the round I got basic, i was spec ops, strike at Karkand, officail gamedaemons, 32 man, I was on usmc. Throw c4 over the fences near the start where lots of mec hide, throw them round corners and wait for people to come around, put them at the top of the stairs at the 1st flag when taking it and hope they dont come up the ladder behind you, in general place it at the bottle neck on the map and around flags whcih are being heavily defended/ assaulted.
I tried like blazes to get my basic without success ... stopped trying and then was surprised in one round to see it flash up ... My advice , stop trying so hard ... it'll come .. I've stopped going for ribbons and medals and when they do happen I feel it's more of an achievement ..
