What is this bf2_fps parameter? Is it something that is set on the server end or is it some kind of server performance reading?

Are you asking how to find out fps? If so, here's how:
Open console (~)
Type: renderer.drawfps 1
That's all, it will show up in top left corner.
First number is FPS/Second number I think is CPU Usage. -

it is the server sample rate, bigger is better. in the valve engines you can use 33,66,etc...Comment
