I remember, before BF2 was released. I was reading some official EA news or an interview or something, and I recall it saying as you progress in the ranks, you would have custom (maybe from an ingame list) available to be placed on the vehicles you entered.

I may not have this completely correct, but I expected something like a small skull and crossbones for example, to appear on say, the side of a tank when you got in it.

What happened to this? Or am I just talking complete shyte?

Yeah it was supposed to be in, but they took it out very early in the game. It was just prototyping.
