Ribbons requirements wrong ?

I read the Armored, Heli and Aerial Ribbon on UBAR and TotalBF2 website and they said :

- Amount of time in one round
- Amount of kills in one round

but yesterday I got 25 kills with APC and spend 20 mins in it and didnt get my Armored Ribbon so I wondered if you must accumulate a certain amount of global time BEFORE trying to get the ribbon ?

the ribon rquirements are correct, but sometimes there is some delay, so you don't get it and the round ends before you get the ribon meaning you don't have the ribon.
