According to the gun damage statistics, shooting the limbs only does slightly less damage than shooting the body (torso). For example, it takes 5 limb shots from an M16 to kill, and 4 torso shots to kill. That's just one bullet. Most games have it to where limb shots are far less effective than torso shots. I think it should take at least 6 limb shots to kill.
I think it'd be best if players were further rewarded for better aiming. A crappy player will often hit the limbs, and thus have to shoot more. A good player will be shooting for the body. A really good player will, of course, shoot for the head. As a general guideline, I think it'd be ideal if the limb/torso/head damage ratios went with a 3:2:1 system. That is, it should take 3 limb shots to equal 2 torso shots, and 2 torso shots to equal 1 headshot. So if it takes 6 limb shots to kill someone, it should take 4 body shots, or 2 head shots.
