The expansion isn't about the Gulf Wars it's about fighting Terrorists around the world.

I'm sure they use whatever tools they have available to them to get the job done. If that means one person jet ski's I'm sure they will use them. It's not like the terrorists feel so limited. Maybe they use them to smuggle drugs or something. Geez, use your imagination, there are plenty of reasons for them there. It's not like the Special Forces use forklifts in field operations but yet they are in the game.
