Correct me if I'm wrong, but I don't think a handbreak in the traditional sense in BF2 is really possible. Probably the only thing you can do to emulate this (and I'm not sure how well it would work, it probably wouldn't feel much like a handbreak in terms of physics) is to have a reverse-thrust type thing that would suddenly apply a quick hard burst in the opposite direction that the jeep is travelling. Also, I believe you could only map it to the flare function (Can't recall if this is a mapped key for tanks/cars or not) or the "Turbo" function because those are the only two free keys that are mapped for those vehicles.
This might be grossly incorrect, but I'm fairly sure this would be one of your only methods. Feel free to prove me wrong though because it would be awesome to be able to pull off GTA style handbreak maneuvers in BF2

Also if you're looking for something to base the reverse-thrust off of (if you're thinking about using that method), maybe check out Rexman's jetpowered mod?
I really don't understand why DICE couldn't have added handbrakes to jeeps anyway, it would have added quite a lot to the feel of driving them.

Hmm...if I were to give the reverse thust pointed at the front of the vehicle then I would just stop faster and just skid to a stop?
Nah, I'm looking for true hand-break that will allow me to lock the back wheels and fishtail the vehicle. This is so I can make quicker turns or quickly change directions when moving with alot of momentum.
Example:
Going down a hill and I need to make a 120 turn to the left, I would hold the hand-break and turn left. The tail of my vehicle would swing around and then I release mid-turn and be facing in the new direction - many mountain roads are like this.

Maybe you can have a set of wheels that dont turn with your model, and when you apply the break, the game will switch the modeled wheels in one frame of animation when the toggled key is pressed. When the toggle is pressed again it will switch to the modeld wheels that turn. Kinda like when there is a triggerable entity. For example you c4 uav and a broken uav appears. So you may have to look into triggers and stuff. I think you can make this happen keep pluggin away.
