to start i havent downloaded it because i wouldnt use it, or know how!

but can you create new maps with it, if so is any one working on one?

you can create maps with it and many people work on maps , there are also some released , for further information or tutorials you should search the forums or look over at http://bfeditor.gotfrag.com/forums/
