Whats with the war college ribbon

On this site it says you need 50 global hours as commander and a score of 45 points in one round (not doubled points).

Well I have managed both, I have 50 global hours as commander and got 47 points in one round (not doubled for win), yet no ribbon, is there something I am missing?

yes, you're missing the big part - your overal wins to losses ratio must be higher than 3
