There is only one low detail texture right(defaultlowdetail.dds)? It puts this same low detail texture on everything reguardless what my detail textures and color textures are set to. It does have variation from RED, GREEN, and BLUE though. In the retail maps I see DIFFERENT low detail textures. Has anyone been able to reproduce these? Or do we have to make our own?

AH HA! I figured it out. I don't know if anyone else has done this but I found out how to get all the lowdetailtexture.dds files to work. Each map has a has a zipped archive called client. The maps are located here:
C:\Program Files\EA GAMES\Battlefield 2\mods\bf2\Levels
If you unzip the client there is a file in there called lowdetailtexture.dds(each map has one). I copied each file into this directory:
C:\Program Files\EA GAMES\Battlefield 2\bf2editor\RawData\Common\Terrain\Textures\Lowdet ail
edit: there is no space between LowDetail the forum won't let me correct it.
I also renamed each file according to the map I got the file from because they are all named the same lowdetailtexture.dds.
Now when I run the editor and I'm setting my low detail texture I have the option of choosing any low detial texture from any of the official maps, not just the "Defaultlowdetail.dds"
***You may have to play around with Sidetiling, Toptiling, and PlanarMap in order for the textures to display correctly in-game.
