The trick to getting it to stop and hover is simple, really. You need to keep the nose angled up while you are slowing down, otherwise, as you've found out, the jet will nosedive and crash.
I've gotten it to hover over the enemies airplane hangar and waited until a plane takes off before I either fire as he's accelerating down the runway or immediately give it power and pursue him from the moment he comes out of the hangar.

reverse thrust aka your 'S' key by default.
but why bother with vtol when you can just pitch your jet back as hard as you can and hit the thrust key? vertical take off takes too long and makes you a sitting duck for other jets.

Landing a jet isnt that hard on the carrier. For me its easier than landing on the ground runways because they have stupid hills at the end of them to make you crash!! lol
whatever your landing on just make sure you speed is near 500 then keep holding S untill you stop.
Why would you want to land a jet on the airfields? I didn think it was made for that because i cant see how you would turn around to take off again.
I just assumed if you wanted to be on the ground again you aim the jet for the ground and bail out
Ok just so everyone knows lol in BF2 they call it the F-35. Ok and just so everyone knows its not a harrier, it acts the same but way more complex. I am in the USAF and im stationed at edwards AFB and guess what we have the jet here. Its actually called the X-35 and the X stands for experimental. Its not ready to be released yet because it is still in the experimental stage. Once it is out of that it will be the F35. I just want people to realize we dont even use that plane in war right now and probally wont be for a while. The FA-22 is still not being used in war. If anyone disagrees thats fine because you dont know what your talking about lol and if you want to tell me other wise go for it. Thats all i have to say about that lol
I've actually seen people take off vertically and then stay that way, slowly teetering away from the carrier and off to battle without converting to forward flight. I have no doubt it makes bombing very accurate but you're undoubtedly a sitting duck.
