Is this possible? I could have sworn I played on some ranked servers like this. I am an Admin on a ranked server. I would love to know how to do this. Can I just use BF2CC? Any help would be really appreciated. Thanx.

It is possible. We run 32 player map with 44 slots and we have one map in rotation (kubra Dam) that we run 16 map with 44 players.
We also run server 2 with only urban maps 32/40. We did run this server before as 16/24 but it was empty most of the time. My advise is to use at least 32 ppl maps if you want people to show up to play on it.

in your serversettings.con set the max players to 32...this should be done for you by the hose (I see it's ranked).
for the maplist.con file you need to change the player spec (last field in each line) to the mapsize you wish to have, IE 16/32/64.
you end up with a server with 32 max players on maps that are designed for 16 people.
you may or maynot have accss to your maplist.con depends on your provider, if you do not send them a support e-mail and tell them maxplayers 32, map size 16.
