Servers without weapon unlocks ?

Is there any real logic behind some servers not offering weapon unlocks at all ?

I would of thought that the weapons simply offer a variety of choice rather than any of the unlocked weapons overpowering the default guns available.
Whats the point of trying to earn higher ranks (apart from badges etc) if when you attain a rank with an unlock you can't use on all ranked servers.

I can't think of individual Ip addresses, but I've noticed this to be the case on some of the Internode servers I've played on. Either that, or there's something wrong with my BF2 install.
