HELP! d3dx9_25.dll error

I am at my wits end. I have all of the latest drivers and Direct X. I have uninstalled and re installed many times after turning of all Anti-Virus & Firewall, ending many background tasks, etc but I cannot run the game because I get an error"THIS APPLICATION FAILED TO START BECAUSE D3DX9_25.DLL WAS NOT FOUND. RE-INSTALLING THIS APPLICATION MAY SOLVE THIS PROBLEM. THE FOLLOWING IS MY SYSTEM. DOES ANYONE HAVE ANY SOLUTIONS? ALSO, WHEN I DOWNLOAD THE LATEST DRIVERS FROM THE PARENT CORPORATIONS, THEY STATE THAT THEY ARENT DIGITALLY SIGNED OR CERTIFIED FOR WINDOWS XP. WHEN i TRY TO UPDATE WINDOWS, WINDOWS XP ITSELF WILL NOT ALLOW ACTIVE X TO INSTALL. I WILL SELECT "ALLOW ACTIVE X" BUT WINDOWS CLOSES IT BECAUSE IT DOESNT RECOGNIZE FILES FROM ITS OWN DAMN SITE?!!!

Walla, download and unzip this file, place it in your C:/Windows/system folder.

If the game continues to refuse to work, then copy the file, and place another one in your C:/Windows/system32/ folder.

I Have re Installed DX9c several times. Is there any recommended way to do it i.e., un-installing or do i just keep installing it over itself.

Or you could just download the .dll file. Most likely your download is being currupted somewhere along the lines. Either the initial installer, or the actual download process is currupting the file.

Like I said, just download the .dll file and place it in your folder.

Good news, I dont recieve that error anymore. Bad news is, it just doesnt run now, it has the start screen, then the application just stops and goes back to my desktop. Thank you for your help though.
