Good Conduct Ribbon

I have fulfilled all the listed requirements for the good conduct ribbon, and I haven't gotten it. Does anyone here have it, and could you tell me anything I might have missed?

This is what you need to get it:
The Good Conduct Ribbon
Awarded to recognize exemplary behavior, efficiency, and fidelity in active service

Criteria:
Time in Service: Satisfactory
Combat Rating: Satisfactory
Conduct Rating: Outstanding

Tasks:
250 Global Hours of Play Time
14 Kills in One Round
No Team Kills in the round you receive the medal
No Team Damage in the round you receive the medal

That might be the dumbest ribbon in the game IMO.
It does nothing at all to determine Good Conduct over any length of time.
All it really does is say that you played for a long ass time and then had a round where you didn't TK or TD anyone(as if that's some unreachable goal)

Good Conduct should include as criteria IMO:
-Teamkill forgiveness percentage
-Teamkill to kill ratio
-Team score to Combat score ratio
-Team score per minute

He most likely stat padded seeing how his worst victim and enemy is the same person with 25 kills to him and 55 deaths from him.

All I got in 2 yrs with the reserve was a promotion to E-3 and a discharge(medical). I got a marksman badge at boot too, 34/40, whoo hoo. *sarcasm*

I got the badge in China stalemate one was very difficult though... Jihading was the only option but i got lucky on a blackhawk once too..

As to me stat cheating nope me and him play on similar servers all the time and that was done on v1.0 servers with high ticket ratio and not many people, he kept bombing the shite out of me thats all.. I was commander

I did it twice, no team damage, and no ribbon.

Does it show up in the game on your 14th kill or at the end of the round?
