After much work and stuff I finally figured out what the problem is. You can only have the wheels rotate in a negative direction if they have automatic reset set to 1.

HOVERJEEPS MOD

Inspired by the Back to the Future movies, this mod allows all jeeps to
hover and fly similarly to the 2015 Delorean. The mod will work on all
maps. Flying is a little tricky, they fly like you would expect a car to
be able to fly.

Controls: How to fly and drive

Driving:
________
Controls are mostly the same, there are a couple changes though that have to
be explained.
- When driving normally on the ground, use both the forward key (Default W)
and the primary fire button. If you use one of them alone you will move at
about half speed.
- There is no more reverse on the cars, this is obviously to make room for
the hovering controls.
- The cars are sort of "floaty" because the hover engines seem to give thrust
even when they are idle. You will not really notice this unless you drive off
a cliff though, so it is not that big of a deal.
- I also recommend banking into turns while driving the car, this makes them
much less prone to flipping over, especially the american buggy.
Hovering:

- To gain altitude, simply hold down the reverse key. The wheels
will fold down and once they are about completely folded you will start to
gain altitude.
- To hover, find the "sweet spot" on your throttle, or simply tap the S key.
- While hovering, you can use the rudder controls to turn the car around.
Flying:
________
- While in the air, and holding down reverse, press the primary fire button,
this will get you in forward motion.
- When you are flying forwards it is better that you treat the car as a plane
and control it as such. For example if you need to gain altitude, rather than
holding down reverse, pitch up.
- While flying you can use either the rudder, banking, or a combination of the
two to turn. For slow, wide turns I recommend using the rudder only. For medium
turns I recommend banking. For the really fast and tight turns use both the
rudder and banking.
- When you are flying forwards it is better that you treat the car as a plane
control it as such. For example if you need to gain altitude, rather than holding
down reverse, pitch up.
- The car is not as stable as your everyday helicopter. If you tip the car over
too much in a turn you will find yourself buried in the ground very fast. The
controls are pretty sensitive to throttle, so if you let go you can find youself
dropping relatively fast.
Landing:

- Ease up on the reverse key and slowly float down to the ground. When you get within
about three meters of the ground press forward and wheels will fold down to the
driving position again.

Installation

Open up the zip and Extract the folder HoverJeeps to the Battlefield 2 mod directory
which is typically found here:
"C:\Program Files\EA Games\Battlefield 2\mods\"
Once the HoverJeeps folder is extracted, open the mod folder and then the levels folder:
"C:\Program Files\EA Games\Battlefield 2\mods\HoverJeeps\Levels\"
In the Levels folder run the batch file named "copylevels.bat"
When that finishes, you can start the mod by going to the community section of the
Battlefield 2 main menu, and then clicking custom games and activated HoverJeeps.
If you are running a server, you will need to configure your maplist through the default
server operator, then save the settings. After saving the settings run the
"hoverjeepsserver.bat" and the server will start up.

You may not modify and re-release the mod without permission from me first. If you modify
the mod for personal use that is okay. If you decide to include it in a mod, or include
a modified version of it in a mod, you must first ask for my permission.
