There are unfinished ones (although I think they're actually laser designators), that modders have been playing about with.

Yes I couldn't believe that not a single kit contains binocs though I spose the commander has the ultimate binocs being a sat scan and UAV

It SAYS there are kits with binocs, look at the kit selection screen, you'll see a pic of binocs in the Kit Abilities bar.

they where also suposed to have a blackhawk with missles but that was cut too , bastereds

blackhawks are already powerful without the missiles, adding missiles would make it a 6 seater cobra

They are not binoculars, thats is an armoured vest.
