The Helicopter Service Ribbon

In this site it says i need 15 minutes in a helicopter and 19 kills. I got the 15 minutes in a heli and i got the basic heli badge for it and i have more then 19 kills in a heli but I still got no ribbon =S. So can anyone tell me how to get it...do i need to get 19 kills in 1 round, or i need to have both 15 minutes and 19 kills in 1 round ?
