Legion of Merit Ribbon(death streak confusion)

Can anyone elaborate on the Legion of Merit ribbon requisite stating you need an "death streak of 8 or greater"? Does this mean you need to die 8 times or more in a row, or does it mean that if your death streak reaches nine, you are SOL on getting this ribbon? Does "greater" mean less than, so to speak? LOL

http://www.bf2s.com/player/44420550/ <-- has it with a death streak of 15. This means you must have a death streak of at LEAST 8 or up. I believe he's the only one who has it too.
