Promotion question

I have a friend, Username oda(USMC), has 122% (610 points) towards PFC, yet he hasn't been promoted. What is holding him up?

By the way, his stats suck because I recently converted him from a console gamer to a PC Gamer, so this is his 1st FPS, don't make fun of him too much.

try logging out and then logging back in. if that doesnt work, try joining a server and killing one or two ppl...that should trigger the promotion announcement
