uncappable flags

do they acutally count as flags or just spawn points

example: mec has 3 uncappable flags and 1 cappable flag and USMC has 3 cappable flags, does mec have the advantage? or does it only count the cappable flags

I believe on the small bar under the mini-map, they count as flags. However, they do not count toward ticket loss of the other team.

does anyone know for sure
