    what is you first action...

    when you see an enemy?

I always point out the enemy before firing as i hope that if they get past me, likely, they won't get much further as a teammate will see their radar and deal with them. I find that few people do this though which is ok but if you are firing at distance at someone it would be handy to point the target out so that your team can provide cover. I dunno how many times i have gone to help a teammate only to find out, by getting killed, there is an enemy nearby that they knew about but didn't bother notifying you. just wondered what other players felt about this? Obviously there is a balance but it's kinda a 'take one for the team' sorta thing i think :)

If it's someone on foot, I dive to prone and start shooting.

If it's a vehicle, armor in particular, I spot them then run away.

If it's a jeep, I try and kill them with my grenade launcher.

Yeah, i automatically hit Q all the time now, especially when in a squad. If they havent seen me, i usually just crouch and fire off a burst (or pistol them, if theres a bit of range and i have a close range gun). If it's a face off, i'll hit the deck and, if i have a long ranger, take a few shots, else lob a nade or two over there.

I always spot the enemy first, unless it's a situation where I feel he's already seen me. This usually translates to: If I see an enemy who's closer to me than 30 meters or so, he doesn't get spotted, I'll just take aim and start firing. An enemy who's farther from me than that, provided I'm not taking fire, always gets spotted as a first action.

Ditto. Except if it's someone on foot and they haven't seen me yet, I quickly spot them then start shooting (in prone)

The answer to this depends on way too many variables and factors..

I seem to be the loudest of all members of my team when I'm spotting. I'm sometimes even pissed if I see a tank inside a base zoom by 5 teammates and kill me. My general rule is that spotting saves lives and can keep your team on top of the game.
Tank/APC IMO HAS to be kept spotted on the whenever possible all the time on the map until destroyed or if not at a relevant position. Only exception is Mass-Karnage Karkand where you susally get killed as soon as u poke your head around the corner.

As far as infantry - spot if you are not seen and not if the enemy is close by - you need to react fast and they can also hear you too.

What I noticed though is that commanders tend to throw UAVs at critical bases with only a few enemies around instead of spotting them on the commander interface.

ill start shooting, press q, and that will lock in the spot without my knowing. by the time i the "enemy spotted" comes up, the guys already dead.
