Well even though the web pages listing the 99% accurate award requirements has N/A under these two ribbons, a few of the higher scored members seemed to have achieved them.
From the looks of it, its probably around 100hrs or so in a theatre to recieve this award. Kind of a (congratz youve had no life for 100hrs, have a digital ribbon!)

PS while looking through a few other leader boards, i have actually seen a veteran commander and armor badge! and an expert pistol badge.
