Well its probably some low-level monitor in the Department of Defense that was checking out some forums. He probably has BF2. Government probably made a download that got him the highest global stats.

Someone tried to link an image or web site from a Army.mil site and thats why you see it, it is saying it can't verify it but asking if you want to accept the cert anyways.

It is the user Cirap who is trying to link to a military site. He is the reason you are getting these pop ups.
