Is it possible to disable the Restart Round admin command?

I haven't used BFCC yet, but it sounds like it may grant users diff lvls of admin. If a low lvl op was using BFCC, he or she may have been limited by thier level of access granted to them. If they were using the console, no commands should have been inaccessible.
