Here is what someone from EA posted on the official forums on how to report cheaters. It sounds like a pain but it's definatly worth it if he gets wiped.
Things to do before you report:
Collect the following information:
Server Name, Server IP, Date & Time when you saw the problem.
The player(s) name and PID
Get Screenshots and/or video
Make sure screenshots show the given player's name.
Make sure you take pictures from multiple angles and take as many as you can. Make sure you name the pictures something useful like front of box, left of box, top of box etc.
Screenshot anything else that may be important (Like an admin explaining why you got kicked for breaking a rule that is against the ROC
A screenshot of the scoreboard (just in case) .
A screenshot of the server load screen.
Video is usually more useful because you can see the actions taking place in real time.
NEXT:
Goto support.ea.com and click contact us
Log in if needed.
Choose PC-->bf2142-->bf2142 from the first set of drop downs
Choose Rules and Policies --> Cheat in the second drop downs
Put all the information into the question field and attacht any files you need. Video may be a problem so you'll either need to Cut the video down to what is important and use a codec to shrink the file size down without losing quality or upload the video somewhere and link to it.Comment

Found another hacker
This one took place on a MIA Gibraltar server. He was using the unlimitted orbital and a name hack.
On the scoreboard and on the kick vote the name says (EFFU) but when hitting the buddy request, his real name shows up and it says Dirty-Noob (Indeed he is)Comment
