He most likely made it (or had someone make it for him) with a graphics editor such as the ever popular Adobe Photoshop. There also is a map-pack for Sandbox 2142, which can be downloaded here along with the Sandbox 2142 Client, though I am unaware if it is compatible with the current 1.4 patch.
