Orbital strike cool down?

The cycle up time for :

ORBITAL STRIKE : 50 seconds

UAV : 28 seconds

SAT-TRACK : 20 seconds

SUPPLIES : 45 seconds

EMP STRIKE : 72 seconds

These are fairly close. My backbase, where I was, was being over run, again and again, while I was trying to count.

Doesn't the UAV meter charge up twice? Once to show the current UAV's lifespan, and the second to show when the next can be deployed.
