It's just an EU guy who picked up a PAC guy's kit. Happens every time.

It isnt a bug. He switched out to a PAC kit.

its a bug, When your PAC and pick up a EU kit that dos not happen you still look PAC.

Then it's a bug for the PAC people switching kits, you're SUPPOSED to change backpacks and helmets when you pick kits up.
