Baur: Pure killing power unlocks. Shotgun, NetBat upgrade (identify who to kill first), rockets, gun filled with stopping power, more ammo for the shotgun/rockets.
Voss: Purely offensive "support" unlocks. Defib to revive dead teammates, healing hub upgrade for extra healing, smoke grenade, the Voss, advanced smoke grenade.
Now let's take a look. The Voss is based around a medic role, yes? A medic is not supposed to be a deadly force on the battlefield; they're not supposed to be great shots. Ergo, the Voss is designed as a quick and easy gun to clear out infantry near your teammates so you can revive/heal them.
