Idiots guide to Counter Strike Server

Hi guys,

Been talking to one of the guys at work (I.T.) about having some sort of team bonding gaming night.

After checking with the bigwigs he just let me know we are good to go.

Now for the bad part, he being an I.T. support technical type guy he doesn't actually know how to do anything so I need you're help in a step by step guide for a complete noob like me. (I know nothing)

There is a spare PC we want to use for a server, so on that I would like set up a CS server. It has to be on the spare because we are hoping this could be a monthly thing.

Easy you say!! well here is the kicker to make things more fun we would like

The server needs to be the kind where you dont have to have steam installed.
Proper Admin for me and him (is it called mani?) so we can burn and blind etc.

Map Cycle - with custom maps
Forced player and weapon skins
If possible we would like to have the players start with certain weapons and cancel the buy part. or at least restricted weapons like we have on Boomer.

I'll help you out on a few easy things.
You want a standalone dedicated server (no steam). Here is a complete guide:

You want proper admin... The old fashion way would involve the use of RCON, but I'm thinking you want some cool stuff like AMX. You mentioned mani, right? That means you want to play CSS, and in this aspect I can't help you, since I have no experience in configuring admin privileges or addons in CSS.
Mapcycle? That's pretty simple. Just transfer the maps to the server and edit mapcycle.txt to include the names of these maps.
As for skins, the simple way is each of you has his own skins/models. I don't have experience forcing the server to make players download skins and models, though I know some addons can do this. If that's what you want, once again up to you.
And the same goes for restricting weapons. Addons can usually do that.

If this were 1.6 I'd only leave you hanging at the skins/models part.
