Cal Config

I just started playing on cal. I am interested in setting up a server that just plays calconfig games for tournaments. I have installed the zblock but when try to config to cal it does not work.
- go into server and go to console
- I type rcon_password (password)
- I then type rcon exec calcss.cfg
The message i get is (couldn't exec calcss.cfg)
-I then type rcon exec lo3cal.cfg
The message i get is (couldn't exec lo3cal.cfg)

I made sure i installed and unzipped the files into the right folder but if anyone wants to write out exact instructions of downloading files and were to put them that would be apriciated. Also if anyone knows what might be wrong that would be good to.

Where did you put these files? I'm not sure if they're supposed to be on your pc or on the server.

I am running the server from my computer. My friends are playing on other computers. I am using the steam dedicated server program found on steam. It will let me and about 16 others play. It has worked. I can not just download the files and upload them properly.
C:\Program Files\Steam\steamapps\username\source dedicated server\config
This is were i put it. Is that right?
