Depends on budget - there's such a huge range of parts available at all price ranges. The best? Probably Intel QX9650 with an SLI motherboard running a pair of Geforce GTX280 graphics cards, 4-8GB RAM with Vista x64. That'll cost a fortune. For a decent budget gaming PC, look at getting an Intel Q6600 with 4GB of RAM, good quality motherboard and an ATI 4850 graphics card.
For fairness - for a very cheap but still good performing gaming PC, look for any of the AMD Athlon X2 'Energy Efficient' processors. That's what I'm running currently, cost peanuts, and performs well.
