I downloaded the dedicated server for C.S. 1.6 and i made the server, i connected to the server myself and it worked for me, but when my buddies connected to it, or tried too. they failed.and i checked the console and it said
Could not establish connection to Steam servers.

Can someone tell me why?

Probably a firewall/router blocking it. Check steam support for the ports you must leave open.

Alright but how do i check the steam ports? And i do have a router
