how to slow down 1.6?

hi,
i play in computer clubs on lan,
where cs runs a bit faster than it should ->
i fire rifles by tapping the fire at medium speed,
but bc the game runs fast, i end up firing busts instead
of single shots;
are there some commands or ways to slow down the cyclic rates
of rifles?
in the club the stats are like these:
cl_updaterate, cl_cmdrate, fps_max = 101,
i did set them all to 80, but the firing is too fast still;
pls help;

That's just your impression.
The game is running at the exact same speed. The only way you can notice a difference is if your pc is slow and theirs are faster, so, the bigger amount of fps makes it feel like the game is faster. If that's the case, limit the fps using fps_max in the console.
What can be changed is movespeed...
