why do they live with > 100% damage

OK noobie...so we know where we stand. OK...first post...probably in the wrong forum.....I know probably in the FAQ... Anyway, I have just returned to the fold and have started replaying 1.6. Question. I hit someone and get a report of 120% + damage. They continue to live whilst I die. What's happening ? I know I lag, but not massively. Is it them cheating ? I thought VAC servers where now imune :-). Seriously tho' why do they live?

Either you're playing on a modified server, so people actually have more than 100 hp, or the mod that reports damage is screwed up.
And VAC servers are far from being cheating free...
