CS 1.6 Error

My friend has this problem with her cs 1.6

She said:
causes my steam to disconnect
everytime it does' conenct
it causes actually my whole internet to disconnect
and
when i try to reconenct
when it says
conenction problem
it only goes
3 bars in
and tAHTS IT
