As for your problem, I've run out of ideas. Try removing the local data for cs1.6 and hl1. Try the gcf check.

gcf check? And what do you mean by removing the local data?

The gcf check, looks at the game files to see if they're all correctly downloaded. Right click your game, select properties and then select the local files tab. Verify integrity of game cache is what you want.
Deleting local data is erasing your counter-strike folder. Or you can right click the game and select delete local content (I think). Don't worry, everything you need to run the game is in the gcf files.
On the safe side, do a backup of what's important.
