Turn off your firewall and AV to test and see if it goes through.

Also, Basil's link has some things for you to try with updating punkbuster. Be sure to do that.

No, thats not a solution. You rebuilt your machine when you did that.

              Did you manually update punkbuster?

Here is an article for 2008 that has the same issue:

Yeah, its a different game, but that doesnt matter, its punkbuster and is always the same issues.

On those services, set the run type to Automatic and be sure they are both started. If you are running Vista/7, go into the location of those .exes. and right click on each one and go to the properties and you want to set them to run as administrator.

Also, some people have had to download the specific files and put them in the correct PB folders. Even though you run the PBsetup tool, it didnt do it until it was truly manually done.

Since an update around 12/2012 I'm having the same error happen every 1-3 minutes after joining a game. Sometimes it occurs even though pb is disabled on that particular server.

                      I've done everything I could:
                      - disabled all firewalls (including windows' and router's)
                      - disabled AV and AS software
                      - running everything as administrator (game + both pb exes)
                      - manually updated the game (multiple times reinstalled) and pb

My OS is win7 pro x64 and that error hasn't occurred before that update.
I have tried EVERYTHING I could find on the Internet in the past 6 months and NOTHING helped. Please help me somehow!

9006 means PB is being blocked by something. Perhaps it is a firewall.

When I set the game to run as administrator it would crash on me.

In the BF3 folder there is a PB install file called PBSVC, you might run that and uninstall the services and then run it again to reinstall.

                          incoming packets:

                          outgoing packets:

                          outgoing packet error:

The packet IP packet error is fixed, but there's no difference in PB's reaction. Still gives me Ignoring queries.

It looks like PB sends less packets than it is receiving. Look at the times (it is in seconds elapsed from the scanning's beginning).

I've checked every god damn thing.
                          Router's firewall:
Before that update it worked perfectly and caused no problems (still doesn't in Wolf:ET nor Quake 3). I even let the firewall let all incoming and outgoing packets flow like it wasn't even there. No result.
                          Ethernet:
                          All security disabled.

                          Windows:
Tried running as administrator (logging as him and running the game separately), reinstalling services & forcing them to be run as administrator. According to PBSVC the packet flow is ok, so WTF?
The windows firewall and AV are permanently disabled ATM.

                          PB:
Reinstalled the services, game client/server etc. multiple times with no results.

                          BF:
Reinstalled with PB, without PB and installed it manually, with internet verification and DVD verification.

Could somebody just give me another clue to find the reason? Or is it just DICE/EA forcing me to buy BF3, because some people (including a few friends of mine) noticed, that the error stopped after installing BF3

If the error stopped after installing BF3, the only similarity between BF3 and BC2 as far as PB is concerned is the system services and their location.

If you go into System Services (services.msc), you will find PNKBSTRA and PNKBSTRB and both should be running and set to automatic. You meantioned reinstalling the services, but did you check them in the services?

Of course I did. I even check it every time I launch BF if the services AND their respective processes are running. They are set to automatic and after running BC2 they both launch their processes.

                              Edit:
If some packets are sent to evenbalance, the service must be running freely. The interesting part is, how the hell does it respond to some of the packets and doesn't respond to other? When it doesn't respond I get kicked.
