No, cos DICE have already said that if you can run BC2 on high, you can pretty much expect the same performance out of BF3.

So if i can run bc2 on low i will be able to run bf3 on low xD?

Pretty much; don't forget the increased player count; that would be the only reason you'd need more power for the 64 man servers; but if you run a 32 player large map you should expect the same performance from your PC.

How would a 550ti clocked at 1000 run this? I also have an i7, and 8GB ram. Figured i'd roll with that until i upgrade the psu and gpu for Christmas $$$
